Domestic Relations office not doing its job?

The Domestic Relations office in my county (Chester Co. PA) does absolutely nothing. My ex was on probation for contempt of court. Three months ago, he stopped paying. Again. Oh, and even better, when we went in for an increase conference, he had his neighbor write a letter saying that he hurt his back and couldn’t work more than 20 hours a week. Not his doctor; his neighbor (who, conviently is also his boss). And Domestic Relations accepted this without question.
So my question is, with what agency/department do I file a complaint? The Department of Welfare? The Court of Common Pleas?

Their website says that they are a division of the Chester County Court of Common Pleas, so that’s where I would start if I was you…
